University Payroll is a section within the University Controller’s Office. The University Payroll Team is responsible for paying over 10,000 permanent employees and over 6,500 temporary, student and graduate students.
The University Payroll Team processes:
- At least six payrolls each month
- A monthly regular and manual payroll
- Two biweekly regular and manual payrolls
University Payroll uses the information entered into the HR and WolfTime systems by the departments or by Human Resources on behalf of the department for processing payrolls. University Payroll does not enter or approve job actions or WolfTime information and cannot pay an employee if the information has not been entered or approved by the department or Human Resources. University Payroll processes the manual payrolls to correct departmental errors and omissions and direct deposit errors.
Roles and Responsibilities
The University Payroll Team is led by the Payroll Director and is made up of three different areas. The Payroll Processing team is led by Regina House, Payroll Processing Manager. The Payroll Tax and Foreign National Tax teams are led by Josh Lagunas, Assistant Payroll Director.
Payroll Processing Team
- Processes payroll during payroll lockout periods, which includes but is not limited to the computation of retro pay, and monitoring of general deductions and garnishments.
- Assists employees with direct deposit enrollment.
- Assists employees with picking up paychecks before they enroll in direct deposit.
- Assists employees with resolving direct deposit issues.
- Answers questions pertaining to paychecks.
Payroll Tax Team
- Monitors taxes during payroll processing.
- Makes necessary changes regarding employees working outside of North Carolina.
- Monitors overpayments and contacts employees to arrange repayment.
- Answers questions pertaining to taxes on paychecks.
- Prepares quarterly tax reporting and W-2 preparation. In addition to tax reporting, this section is responsible for state audit inquiries and providing the information for special reporting for highly compensated employees.
Foreign National Tax Team
- Also referred to as the International Taxation and Compensation (ICT) team
- Determines the tax status of foreign nationals visiting NC State on an authorized visa.
- Monitors taxation of foreign national employees prior to and during payroll processing.
- Ensures compliance with IRS and North Carolina tax withholding and reporting requirements.
- Answers non-resident alien tax questions.
- Provides assistance to accounts payable and student financials making payments to foreign nationals.
- At the end of each tax year, prepares the 1042-S forms for qualified non-resident aliens who received fellowships, scholarships or tax treaties. This form shows payments and taxes withheld or payments eligible for tax treaty benefit for tax purposes.
