Celebrating Payroll Director Regina House

After more than 15 years of dedicated service to the Wolfpack, Regina House is retiring from NC State on August 31, 2026.

House joined the university in 2010 as a payroll specialist and rose through the ranks to become the payroll processing supervisor/manager. She stepped up to serve as interim payroll director during two critical leadership transitions (2019 and 2023–2024) before being promoted to payroll director in 2024.

Throughout her distinguished career, House ensured seamless payroll processing for over 26,000 faculty, staff and student workers. She was instrumental in major university milestones, including the 2017 implementation of the WolfTime and Absence Management systems, the upgrade of PeopleSoft enterprise structures and the strengthening of security measures for direct deposit data. Known for her steady leadership, House guided her team through complex departmental reorganizations and leadership vacancies without disruption to university pay cycles.

Her strategic expertise, mentorship and unwavering dedication have left an indelible mark on our campus. Please join us in thanking Regina for her exceptional service and wishing her a wonderful retirement.

Welcoming Jeffrey Urstadt, Payroll Director

We are thrilled to announce that Jeffrey S. Urstadt is joining the University Controller’s Office as our new payroll director on August 10, 2026.

Urstadt brings extensive experience leading complex payroll operations and enterprise systems across high-profile higher education institutions and the private sector, including key leadership roles at Auburn University, Columbia University, Rutgers University and St. Thomas University. Throughout his career, Urstadt has specialized in managing complex pay populations, directing payroll systems configuration, ensuring meticulous payroll governance, tax compliance and audit readiness. He is experienced in payroll optimization, HRIS and timekeeping platforms, including PeopleSoft, ADP and Banner—while coaching high-performing teams to success.

Celebrating Assistant Director of Materials Support Bill Carlson

After 13 years of dedicated service to the Wolfpack, Bill Carlson is retiring from NC State on September 1, 2026.

Carlson joined the university in October of 2013 as assistant director of the Materials Support Warehouse in Procurement and Business Services (PBS). Throughout his impactful tenure, he led core warehouse operations and established clear performance standards in sustainable waste reduction, asset disposal, revenue generation and customer service.

During his career, Carlson was instrumental in major unit milestones, most notably founding and operating the NC State Restore electronic retail outlet. Under his leadership and the Repurpose/Recycle/Restore campaign, annual public surplus sales revenue grew more than fivefold from $97,000 to over $500,000. In addition, in recognition of his outstanding service supporting active-duty military members and veterans, he was honored with the 2023 Governor’s Award for Excellence in Public Service.

Carlson’s dedication to excellence and his collaborative spirit will be remembered by PBS and by all of NC State. Please join us in thanking Bill for his exceptional service and wishing him a joyful retirement.
